Compare and contract Professional review and accreditation. Illustrations should include those drawn from the field of Adult education.

The paper on the professional review and accreditation development and  adult education in Zambian is necessarily framed within the context of global development and change and in particular with the policy agendas of the Millennium Development Goals (MDGs) and Education for All (EFA). The paper discusses comparisons and contrast on professional review and professional accreditation. In the same vein, illustrations have been included from the field of Adult Education.

Accreditation is a process in which certification of competency, authority, or credibility is presented.
Organizations that issue credentials or certify third parties against official standards are themselves formally accredited by accreditation bodies (such as Medical Council of Zambia); hence they are sometimes known as "accredited certification bodies". Kabaso (2008). The accreditation process ensures that their certification practices are acceptable, typically meaning that they are competent to test and certify third parties, behave ethically and employ suitable quality assurance..................................................................................

Concerns about failed and fragile states have put state- and nation-building firmly on the academic and policy agenda. The crucial role of public services in this process has remained under-explored. The 1960s and 70s generated a substantial set of literature on state- and nation-building that is largely absent from current writings that focus on developing countries. However, the performance of the public administration in promoting sustainable human development in Africa has been pathetic to say the least. The main reason for this sorry state of affairs has been the all-pervasive scourge of corruption, which has plagued public management on the continent.  Instead, as the next section of this paper will explore, the delivery of public services is an inherently political issue that has been used for political ends throughout history.
It is against this background that this  paper defines public administration and in the same vein the paper discusses the authenticity of public Administration as a key to national development.

Any cursory review of recent publications in the fields of development, politics or international relations will confirm that ‘state-building’ is currently experiencing a renaissance of interest (Berger & Weber, 2006). It is the primary topic of several recent books, journal symposia and research initiatives, with an even larger literature that relates implicitly to the topic. This renewed interest follows shifts in the literature and in practice in the 1990s towards a ‘rediscovery’ of the role of institutions and the state for development and democracy (Evans, Rueshemeyer, & Skocpol, 1999; North, 1990) after a decade of focusing on reducing the role of state and unleashing the market (Fukuyama, 2004).

Effective institutions came to be seen as prerequisites for building a functioning democracy (Wang, 2003), and good governance made its entry in the development discourse. Recent examples of state fragility have emphasised the importance of public institutions for development (Brinkerhoff & Brinkerhoff, 2002; Brinkerhoff, 2005).

The primary role of the public administration in any country is to ensure that government can provide an enabling environment for sustainable socio-economic development. Such an environment if made available may not only lead to increased inflows of foreign investments, but also generate economic growth, which would in turn facilitate the provision of basic goods and services to the general population.

The Definition of Public Administration Public administration, developed in the early 1900s, is a special field of study within the academic discipline of political science. It emphasizes the structure and operation of bureaucracies and organizations, including budgeting, personnel, and formal and informal internal controls (Marchia Burdette, 2008).

According to Tangier (2002:43) “Public Administration is the complex of governmental activities that are undertaken in public interest at different levels such as, the central, state or provincial (in a centralized set-up) and local levels.” The discipline of Public Administration aims at a systematic study of these activities. Government, as political authority, is the major regulator of social life. With the emergence of democracy and the concept of welfare state, the governmental activities have increased by leaps and bounds. The........................

The way states and development specialists rationalize how to commit economic resources to development is influenced, to a greater extent by their level of persuasion towards specific development theories. The discourse assesses the influence of modernization and dependency theories on Zambia’s development. The conclusion is that both theories have failed to help develop.

Africa and Zambia in particular houses plentiful economic resources. Paradoxically, the continent languishes in poverty as evidenced by high prevalence of famine, disease and ignorance (Buthelezi, 2007). This presentation attributes the poverty to theories of development because the way society deals with underdevelopment is influenced by development theories. The presentation assesses the effect of modernity and dependency theories on Africa’s development and concludes by recommending the adoption of modernization theory to Zambia’s development. In this presentation, development is viewed as a gradual transition of society to a strong socioeconomic status. In a sense, development entails an improvement in quality of human life. Some of the indicators of a good quality of life are low infant mortality rate and a longer life expectancy.

  1. I was diagnosed as HEPATITIS B carrier in 2013 with fibrosis of the
liver already present. I started on antiviral medications which
reduced the viral load initially. After a couple of years the virus
became resistant. I started on HEPATITIS B Herbal treatment from
ULTIMATE LIFE CLINIC (www.ultimatelifeclinic.com) in March, 2020. Their
treatment totally reversed the virus. I did another blood test after
the 6 months long treatment and tested negative to the virus. Amazing
treatment! This treatment is a breakthrough for all HBV carriers.
