Concerns about failed and fragile states
have put state- and nation-building firmly on the academic and policy agenda.
The crucial role of public services in this process has remained
under-explored. The 1960s and 70s generated a substantial set of literature on
state- and nation-building that is largely absent from current writings that focus
on developing countries. However, the performance of the public administration
in promoting sustainable human development in Africa has been pathetic to say
the least. The main reason for this sorry state of affairs has been the
all-pervasive scourge of corruption, which has plagued public management on the
continent. Instead, as the next section
of this paper will explore, the delivery of public services is an inherently
political issue that has been used for political ends throughout history.
It is against this background that this paper defines public administration and in the
same vein the paper discusses the authenticity of public Administration as a
key to national development.
Any cursory review of recent publications
in the fields of development, politics or international relations will confirm
that ‘state-building’ is currently experiencing a renaissance of interest
(Berger & Weber, 2006). It is the primary topic of several recent books, journal
symposia and research initiatives, with an even larger literature that relates implicitly
to the topic. This renewed interest follows shifts in the literature and in
practice in the 1990s towards a ‘rediscovery’ of the role of institutions and
the state for development and democracy (Evans, Rueshemeyer, & Skocpol,
1999; North, 1990) after a decade of focusing on reducing the role of state and
unleashing the market (Fukuyama, 2004).
Effective institutions came to be seen as
prerequisites for building a functioning democracy (Wang, 2003), and good
governance made its entry in the development discourse. Recent examples of
state fragility have emphasised the importance of public institutions for
development (Brinkerhoff & Brinkerhoff, 2002; Brinkerhoff, 2005).
The primary role of the public
administration in any country is to ensure that government can provide an
enabling environment for sustainable socio-economic development. Such an
environment if made available may not only lead to increased inflows of foreign
investments, but also generate economic growth, which would in turn facilitate
the provision of basic goods and services to the general population.

The
way states and development specialists rationalize how to commit economic
resources to development is influenced, to a greater extent by their level of
persuasion towards specific development theories. The discourse assesses the
influence of modernization and dependency theories on Zambia’s development. The
conclusion is that both theories have failed to help develop.
Africa

the continent languishes in poverty as evidenced by high prevalence of famine,

poverty to theories of development because the way society deals with
