sector has received very little attention compared to other sectors such that
small scale farmers continue to wallow in poverty with very little hope of

It has become increasingly evident in the last few
years that the conception of both economists and policy-makers regarding the
role o agriculture in economic development has undergone an important
evolution. Whereas in the past, agriculture was often viewed as the passive partner
in the development process, it is now typically regarded as an active and
co-equal partner with the industrial sector. In this paper, I address the
question of how agriculture sector can contribute to sustainable economic
development of developing countries with the case examples of Zambia. In the

concepts and terms used in this article are defined from the onset before
reviewing the performance of the agriculture sector from the post independence
era to the present times. The relation between agriculture and poverty is also
discussed.
Economic development refers to improved social and
economic well being of a country’s citizenry with equitable access to all basic
necessities of life. Economic development becomes sustainable when the needs of
the current generations are met continuously over a period of at least two
decades without compromising the ability of future generations to meet their social
economic needs. This entails using efficient production processes that provide
the needs of the current generations without putting at risk the ability of
future generations to meet their needs.
Gerald Meier (2008:98) offers one of the most
compelling definitions of economic development; he defines economic development
as the process whereby the real per capita income of a country increases over a
long period of time subject to stipulations that the number of people below an
absolute poverty line does not increase and that income distribution does not
become more unequal. Dudley Seers identified three elements pertinent to
economic development; poverty, unemployment and inequality. He argues that
economic growth which does lead to reduction in all these three does not lead
to economic development.
Economic growth generally measures the amount of
production from a country or region over a period of time. What then are the

After
gaining political independence in the 1960s, African countries––like most
developing nations –were very skeptical about the virtues of free trade and
investment. Consequently, in the 1970s and 1980s several countries in the
region imposed trade restrictions and capital controls as part of a policy of
import-substitution industrialization aimed at protecting domestic industries
and conserving scarce foreign exchange reserves. There is now substantial
evidence that this inward-looking development strategy discouraged trade as
well as foreign direct investment (FDI) and had deleterious effects on economic
growth and living conditions in the region (Rodrik, 1998). This paper examines the extent to which the Zambian economy has
benefited from using Foreign Direct
Investments (FDI). An argument is advanced that legislation on its own is not
sufficient to attract foreign direct investment. It is argued further that in
attracting foreign direct investment to Zambia there is need also to look at
the socio-economic, political and cultural climate in the country. The first
part of the paper presents an overview of the economy of Zambia. Second part
discusses contribution direct foreign investment and overview of DFI in Zambia.
Against this background, we now examine if foreign firms are contributing to
the socio and economic development of the Zambian society.
